Anne Arundel County is taking the lead in determining what it is going to take to meet the Total Maximum Daily Load (TMDL) pollution requirements mandated by the EPA to clean up the Chesapeake Bay.  Success is going to require a comprehensive approach with an eye-popping price tag for Anne Arundel alone of roughly $2.0 billion.

It was bad enough that the County Council voted to ignore the will of the voters by freeing themselves from the obligation to fund an arbitrator’s decision on police and firefighter compensation.  Instead of viewing Monday’s vote as a win, Mr. Leopold chose to emasculate the County Council by using a line item veto to pass the bill while rejecting the amendments the Council fought hard to add.

 Anne Arundel has an extremely powerful County Executive.  But this is apparently not enough for John Leopold, who wants to strip police officers, firefighters and detention personnel of the binding arbitration rights overwhelmingly granted to them in 2002 by 78% of voters.

County Executive John Leopold is being congratulated for his fiscal leadership while former Annapolis Mayor Ellen Moyer is being berated for driving the city into fiscal disaster. In fact, Anne Arundel County is following down the same path as the city, and acting even more irresponsibly.

Difficulties dealing with three feet of snow in six days were to be expected as Anne Arundel County was pummeled with two back-to-back massive storms starting February 5th.   However, the county could have done a much better job if it had used existing GPS technology to manage operations.
